【摘要】:InapplyingtheEuropeanpostaldirectives(97/67/CEand2002/39/CE),standardsregardingthequalityofservicearetobesetandpublishedinrelationtotheuniversalservices.Withthedevelopmentoftheinternalmarket,thesestandardsaimtoensureabetterqualityofuniversalservicesinEurope.Inthiscontext,aprojectteamwasmandated(mandateM/312)bytheEuropeancommissiontodevelopaEuropeanstandardorstandardsrelatingtothequalityofaccesstopostalservicesandtothequalityofpostaldelivery.TheworkitemwasunderthecontrolofCENtechnicalcommittee331.Areportwasproducedbytheprojectteamwhichidentifiedinformationavailabilitywithregardtoaccessanddeliveryasapriorityforstandarddevelopment.ThisTechnicalSpecificationisintendedtoprovideameasurementmethodologytoassessinformationavailabilityusingdeskresearchandaMysteryShopperApproach.TheTechnicalSpecificationdoesnotintendtoimposeservicecommitments.Informationisconsideredtobeoneofthekeystepsinaccessingpostalservicesandpostalusersneedtohaveinformationavailableontheproposedservicesaswellastheapplicableconditionsforaccess.Increasingthelevelofinformationavailablewillinevitablyreducecomplaints,resultinginimprovedcustomersatisfactionandhigheroverallcustomerloyalty.
